The Office of the Council Secretary

The office of the Council Secretary serving as the institution’s Chief Executive Officer CEO assumes the oversight responsibility of the day-to-day operations of the Local Authority and spearheading the delivery of developmental programs within the district.

Internal Audit Section

The Internal Audit Section serves as a pivotal mechanism for maintaining operational integrity within the Local Authority. This section is responsible for developing and implementing checks, and controls, conducting risk assessments, and overseeing management procedures both at policy level and operations. Regular audits are carried out to ensure compliance with existing legislation and enhance operational efficiency. The findings from these audits are compiled into comprehensive reports, which are then presented to the executive head of the Local Authority and the Audit Committee for review and recommended action.

Procurement Section

The Procurement Section, as a critical component of the institution, is responsible for overseeing and managing all procurement processes. This section ensures that all purchases of goods and services are conducted per established policies, legislation, and procedures promoting transparency, fairness, and cost-effectiveness. Regular compliance controls are performed to verify adherence to procurement guidelines and to identify areas for improvement. The Procurement Section plays a vital role in supporting the institution’s operations and strategic objectives and in the delivery of the CDF project procurement and delivery.

Public Relations Section

The Public Relations Unit is crucial in managing and disseminating information to the citizens. The unit is responsible for the strategic communication processes that build mutually beneficial relationships with the public as the face and the mouthpiece of the Local Authority.

The Public Relations Unit handles various public functions and events for the LA including anticipating, analyzing, and interpreting public opinion, perceptions, and attitudes toward the council. It drafts strategies that use free or paid media, print or electronic to counteract information gaps and conduct sensitizations on council and developmental projects and operations.

Responsible for drafting and distributing press releases, planning and executing special public outreach and media related events and developing a crisis public relations strategy. It also handles the council’s social media presence and responds to public reviews on social media websites.

In essence, the Public Relations Unit is instrumental in maintaining a positive reputation of the council and fostering a strategic relationship with the public, prospective partners, investors, employees, and other stakeholders.

Information Communications Technology

Has a critical component of the institution, is responsible for overseeing and managing of all computer peripherals and network infrastructure of the institution and certifying all application Systems before procuring. This is done according to the Information Communications

Technology Policy that has the following key components: -

The Planning Department holds the authority for both Rural and Urban Planning and Development control, as outlined by The Urban and Regional Planning Act. Under the supervision of the Director of Planning, the department is tasked with establishing a clear developmental framework and roadmap for the district. Social Economic Planning

The section is mandated to undertake socio-economic planning to enhance the implementation of Council developmental plans and programs.

District Aids Coordination Advisor

The Section is headed by the DACA and is responsible for the following function: -

  1. Coordinate and implement social protection programs. (GBV,

  3. Early marriages, teen pregnancies.
  4. Other cross-cutting issues

Community Development Section

The Section is headed by the CDO and is responsible for the following main functions.

  1. Facilitate the mobilization of communities in community development activities.
  2. Implement skills development to enhance the availability of skills in communities.
  3. Coordinate the development of community sports in the district.
  4. Facilitate the provision of early childhood education and adult literacy.
  5. Registration and management of community voluntary organizations.

DEPARTMENT OF ENGINEERING SERVICES

Is charged with the supervision and delivery of public works and engineering services in the district. The department also houses the

    MANDATE.

    The Mandate of the  Fire and  Recue section is well outline in the local government act and Fire Policy . The function of the Fire and rescue section are as follows:

    • Fire Fighting : Fire fighting in emergency situations in order to prevent loss of life and destruction of property.
    • Fire Safety Awareness   implement  fire safety awareness and training programmes in order to enable the public to respond to emergencies.
    • Emergency and Rescue: Turn out to emergency and rescue operations (General/Marine) in order to prevent loss of life and destruction of property by fire and /or natural causes.
    • Special Services :Turn out to special services to the public in order to respond to distress calls.
    • Fire Investigations : To determine the cause of the fire and develop preventative interventions
    • Fire Prevention and Inspectorate : conduct of fire safety inspections, scrutiny of building plans and issuance of fire certificates in order reduce fire risk in buildings.
    • WASH COORDINATOR
      • Designs, implements, monitors, and manages water, sanitation and hygiene (WASH) for construction projects ensuring quality standard, community engagement and technical compliance.
      • Coordinate Works in collaboration with donor and other implementing partners
      • Conduct field supervision to ensure implementation is according to the plan
      • Assist in WASH procurement processes
      • Prepare realistic and detailed WASH interventions Schedules

      Quantity Surveying Section 

      • Conducting inspections on private and public electrical installations for safety and compliance.
      • Issuing technical recommendations to the Planning Department for electrical components of building permit applications.

        Mandate and Functions

         

        The Quantity Surveying Section plays a key role in ensuring value for money, accountability, and transparency in infrastructure development at Monze Town Council, in line with the objectives of the Zambia Devolution Support Program (ZDSP). Its functions include:

        • Cost Estimation and Budgeting – preparing realistic cost estimates to support evidence-based planning and budgeting, ensuring that projects are financially feasible and aligned with community priorities.
        • Preparation of Bills of Quantities (BOQs) – producing detailed BOQs that strengthen procurement processes and enhance competitiveness and fairness in line with public financial management principles.
        • Tendering and Contract Administration – supporting the tendering process, evaluating bids, and administering contracts to ensure compliance, transparency, and accountability in project implementation.
        • Measurement and Valuation of Works – conducting site measurements, preparing interim valuations, and issuing payment certificates to ensure that contractors are paid fairly for actual work delivered.
        • Cost Control and Monitoring – tracking project expenditure against budgets to minimize wastage, enhance accountability, and achieve value for money as required by ZDSP benchmarks.
        • Technical Advisory Services – providing professional advice to Council management and stakeholders on project feasibility, life-cycle costs, and efficient resource utilization.
        • Final Accounts – preparing and reconciling final accounts to ensure closure of projects in a transparent and accountable manner.

        By carrying out these functions, the Quantity Surveying Section directly supports the Zambia Devolution Support Program’s goals of strengthening local governance, enhancing financial accountability, and improving service delivery to the community through efficient and transparent infrastructure development.

        Electrical Engineering Services

        Mandate

        The Electrical Engineering Services section is responsible for the planning, supervision, maintenance, and safe delivery of all electrical installations and services within Monze District. The section ensures reliable electricity supply, promotes energy efficiency, and enforces compliance with national electrical standards and local regulations to enhance public safety and support community development.

        Core Functions

        1. Public Lighting and Power Infrastructure
        • Installation, operation, and maintenance of streetlights, traffic lights, and other public electrical infrastructure.
        • Upgrading and rehabilitation of aging power systems within council facilities and public spaces.

        • Supervision and inspection of electrical installations in council buildings, health facilities, schools, and markets.
        • Ensuring compliance with the Electricity Act, ZESCO regulations, and Zambia Bureau of Standards (ZABS).

      • Providing technical input for electrical components of government and donor-funded projects.

      • Attending to electrical faults and emergencies within council-managed facilities.
        Contribution to Zambia Devolution Support Programme (ZDSP)

      Electrical Engineering Services contributes to the ZDSP by:

      • Supporting local development with energy-efficient and sustainable solutions.
      • Strengthening governance through compliance monitoring and transparent project implementation.

      • Improving community service delivery by ensuring uninterrupted power supply to critical facilities such as clinics, schools, and markets.

The department is under the leadership of Director Finance, who oversees all financial operations. This includes: -

Accounts

The section is responsible for managing, computing of all expenses related to staff and personal emoluments.

Revenue

The Section is Responsible for maintenance of ledgers for all Billable and Revenue mobilization.

 

Markets and Bus Stations Section

  1. Manage bus stations and markets to facilitate smooth operations and enhance revenue collections.
  2. Allocation of market stands.

The department is headed by a Director who is responsible for the sections/units that fall under the department. The units that fall under the directorate are Human Resources, General Administration, Registry, Committee, and Police.

 

Human Resource Section

This Section is responsible for the general human resource staff matters. The following are some of the functions/services:

  1. Is the secretariat for human resource commission on a local level.
  2. Responsible for staff in Division III and IV.
  3. Employing and recommending for Staff upgrade or promotion in Category III and IV.

 

General Administration Section

This unit is responsible for the general administration and running of the day-to-day office operations. The following are some of the functions/services:

  1. Facilitate the solemnizing of marriages
  2. Procure of office furniture and equipment.
  3. Promote staff health and safety in the council. Identify the number of sick people as well as visit the visit. Identify prone risk areas.
  4. Transport Management. Manages effectively the availability of transport to facilitate staff mobility and transportation of materials and equipment.
  5. Licensing and insuring. Facilitate the licensing and insurance of all vehicles for Monze Town Council.
  6. Office accommodation. Provide timely provision of office space for officers to create a conducive work environment.
  7. Management of clerical services.
  8. General maintenance of office spaces and surrounding.

 

Council Police Section

The unit is responsible for Community police, Maintain Security, and Law and order. Facilitate for Security measures, Law, and order in the Council.

 

Committee Section

The committee section plays the role of secretariat in all council meetings. Their role is to document and minute all meetings a form Management meeting, various committees and the full council meeting.

Registry SECTION

Responsible for records management and filling of council records and correspondences

Staff establishment, management of assets, records keeping, training and development, recruitment, staff appraisals, minutes and report writing, discipline, explanation of conditions of service to staff, Public relations services.

The Department of Legal Services is responsible for providing legal advice to the Council.

Core Functions include

  1. Ensuring that the local authority operates within the confines of established laws that govern the local government system.
  2. Inter alia; drafting commercial contracts, Provision of Legal opinions, processing land applications, trading licenses applications, processing of Certificates of Title and occupancy licenses issued under the Urban and Regional Planning Act No.3 of 2015 of the Laws of Zambia etc.

Litigation

The litigation section is responsible for conducting research and timely litigation of matters on behalf of the Council, both as Plaintiff or Defendant in order to safeguard and preserve its interests. This Section is further mandated to prosecute offenders as provided by the Local Government Act No.2 of 2019 of the Laws of Zambia. Furthermore, the department handles cases that are referred to the Directorate from other Councils within Southern Province or any other council that may need legal services.

Estates

The operation of this section is anchored on land administration and alienation pursuant to the Lands Act, Chapter 184 of the Laws of Zambia and the Lands and Deed Registry Act, Chapter 185 of the Laws of Zambia. By virtual of circular number 1 of 1985, the council is an agent and an applicant may apply through the local authority which has been delegated powers to receive applications for land from members of the public. The department prepares instrument documents such as invitations to treat, offer letters and all necessary documentation leading to the issuance Certificate of Title. Other documents prepared here include; Assignments, Mortgage Deeds, Discharge of Mortgage Deeds, change of ownership etc.

The Council has the authority to deal;

  1.     a) State Land
  2.     b) Housing (Statutory and Improvements) Area

 Procedure for allocation of land

  1. Land identification
  2. Approval of plan by Council
  3. Advertisement placed in the newspaper for applications
  4. All applications reported to the Plans, Works and Development Committee, and full Council Offer letters and demands.

Licensing

The section processes applications for various trading licenses relevant for conducting business in Monze district pursuant to the Trades Licensing Act, Chapter 393 of the Laws of Zambia and Liquor Licensing Act No. 20 of 2011 on behalf of the Liquor Licensing Board. The process of issuing various licenses includes filing in an application in a prescribed manner, assessment/inspection of the business premises before issuance of the respective license or trading permit.

In order to enhance compliance with laid down regulations and laws by license holders, the Licensing section together with Department of Finance(Revenue Section), Department of Human Resource and Administration (Council Police Unit), Department of Engineering Services (Fire Section) and Department of Public Health conduct inspection of various business ventures, and failure to comply with statutory requirement attracts a penalty and/or prosecution as prescribed by the Acts that govern the activities.

The section is responsible for the preparation of commercial contracts, Memorandum of Understanding (MoU), and Memorandum of Agreements (MoAs) concerning and relating to the Council. Common contracts under the Section include;

Public Health Unit Mandate

Our core mandate is drawn from the Food Safety Act No. 7 of 2019, Local Government Act No. 2 of 2019, Solid Waste Regulation and Management No. 20 of 2018, Liquor Licensing Act No. 20 of 2011, and the Public Health Act Cap 295 of the Laws of Zambia. 

These pieces of legislation employ the department to deliver district-wide programs and projects to prevent, control, and eliminate diseases, enforce Environmental Health, Port Health, Food, and Drugs policies to reduce outbreak risks.
