Monze’s ZDSP Supported Project Near Compeletion

Monze Town Council has announced that its infrastructure project funded under the Zambia Devolution Support Program (ZDSP) is now at 90 percent completion, marking a significant milestone in the country’s decentralization agenda.

The Council received K2,661,555.00 through the program, which has been invested in critical facilities aimed at improving waste management in the District.

The key Investments include Construction of a perimeter wall fence around the municipal dump site to prevent animals from consuming plastics and toxic chemicals, Installation of solar-powered security lights at the dum, drilling of a borehole and installation of a solar-powered water reticulation system as well as construction of the ablution block for workers. The borehole will be used for monitoring of underground water around the dump site area.

The Local Authority also secured additional land for the dump site, negotiated with traditional custodians to accommodate future expansion.

Council Public Relations Officer Kanchele Kanchele emphasized that the perimeter fence is particularly vital in protecting livestock from hazardous waste, while the solar installations demonstrate a shift toward sustainable energy solutions.

The Zambia Devolution Support Program (ZDSP) was launched by the Government of Zambia in partnership with the World Bank to strengthen the country’s Decentralization Policy (2023–2027).

Historically, Zambia’s governance system was highly centralized, limiting local authorities’ ability to deliver services effectively.

The ZDSP introduced a performance-based grant system, where councils receive funding upon meeting minimum conditions in areas such as financial management, service delivery, and transparency.

The program aims to empower local authorities like Monze to take charge of development priorities, improve accountability, and bring decision-making closer to citizens.

With the project nearing completion, Monze residents can expect improved waste management. The initiative stands as a practical example of how decentralization by devolution is transforming local governance in Zambia, ensuring that resources directly benefit community.
